Woolson Article on Stormwater Utilities Lands on Cover of National Trade Pub

The municipal stormwater utility is emerging across the United States as a solution to persistent flooding problems and looming federal mandates, yet many communities are still grappling with the concept and its implementation. Eric Woolson, owner of The Concept Works, explores the topic in a newly published article for a national trade publication.
